What happen outside the police building?

In front of the police building

The smoking area is next to the main entrance of the police building and opposite the barrier.

The parents and their children have barely stepped out of the building when Silas and Mikel-Loy call out from our place, the yard of the cell building: “Hello, here we are!”

The parents and children look at us briefly but show no further reactions. I am not allowed to leave the yard and send Silas with my questions. He immediately sprints to the parent-child group.

In front of the police building

“What do policewomen say?” Silas gasps: “The boys go home today? Tommy wants to know!”

The serious and petrified expressions of the parents and the tense atmosphere make answers superfluous. He nods quickly to the five boys. Aboy and Phil are two cousins, Sam, Jan and Dan friends and playmates. He has never seen the five as sad and closed as today.

The mood is down, so Silas stammers uncertainty: “Um, okay, I should tell you from Tommy, he would like to talk to you.” His face brightens: “Kagawad and Franco will go to get some money. For us too!”

Michael lights a cigarette and passes the cigarettes on: “We’re not allowed to talk to Tommy. Instructions from the police.”

Silas is impatient and doesn’t wait for further answers.

Excerpt:

Policewomen and parents meet first time.

Before the policewomen sit down and can say anything, Ernesto begins his speech. He’s upset. Although he thought the words out beforehand, the frustration gushes out of him uncontrollably: “Why do we have to find out about this story on TV? Why only at 9 o’clock in the morning? They were arrested at 10 o’clock in the night? There is enough time to tell us immediately.”

Matthew repeats the end of the sentences: “Find out from the TV, arrested in the night at 10 o’clock, tell us immediately.”

Romolo shouts in between: “God knows, Tommy is innocent!”

The mothers cry, sob and blow their nose constantly and loudly.

Rica can hardly say the words: “We’re bringing our children home today.”

Ernesto hooks up there: “Right, we’re bringing the boys back to the village today.”

Michael looks around: “We shouldn’t talk all at the same time!” He turns to Ma’am Papillio: “What — damn it — what please, are you blaming Tommy at all?”

Matthew repeats: “Blaming Tommy at all?”

Rica agrees with Ernesto. She has brief eye contact with Ma’am Papillio and says: “We can’t agree with the police action. We were so worried, ma’am.”

Lang blows his nose: ”Nobody tells us what happened.”

Vicente covers her face with her hands. Her body twitches when she sobs.

The policewomen stand and listen to the triads with amazed faces. They let the parents tell their complaints.

Excerpt:

First visitors for Heger after his arrestment.

We enjoy the huge yeast piece and the Coke. Franco becomes restless and exchanges furtive glances with Kagawad. He obviously wants to say something, is searching for words, looks embarrassed at me and then back at Kagawad.

“Franco, what’s with you?”

Franco starts very quietly and stutters: “Tommy, you know, the bus trip is expensive. We also caught very little fish this morning and in the last few days.”

Mikel-Loy interjects: “This morning the catch was great!”

Franco punishes Mikel-Loy with a sharp look and explains: “The parents and we do not believe that you and the boys can go home today.”

Frustrated, I reply: “I don’t think so either.”

Kagawad explains: “We want to stay over night.”

Now Franco interrupts Kagawad and that is a huge disrespect for an elder. Mikel-Loy and Silas are also immediately tense because of an expected reaction from the Kagawad. But that doesn’t happen.

Franco continues to speak unmoved: “Well, I borrowed the money for the bus and also put out Sila’s fare.”

Silas wants to protest, but is again silenced by Franco’s venomous looks.

“We haven’t eaten anything either.” Franco looks at the teenagers who are still chewing.

They nod embarrassedly.

Excerpt:

The parents arrive the police station.
….
It is time too. Because more and more office doors are opened and curious people look at the turmoil. The traffic in the hall now comes to a complete standstill. Onlookers are also standing on the wide stairs; they come from the first floor, stare and marvel at the action.

Ernesto, the oldest of the group and Sam’s father, is very angry. He yells: “We were in the BSWD! Damn it, nobody could tell us in which police station we would find our children!”

The three other fathers, the mothers and the parents’ companions nod vigorously.

Officer Sarang waves his arms: “Now calm down! Please come here to the office.”

But nobody makes a move to obey Officer Sarang’s orders.

Officer Pangutana said at the same time: “Please, don’t be so loud. The entire police station has already been alerted.”

In fact, suddenly two heavily armed police officers are standing in the vestibule. But they do not intervene, but watch the tumult with amusement.

It’s a tempest in a teapot!

Phil’s father, sweating, is very angry and repeats loudly: “Nobody in the BSWD could tell us where our children are!” He continues undaunted: “We are only then in the police station south. But there, no children!”

“Can you imagine our worries, sir?” Interrupts Vicente Michael, her husband. She sobs and blows her nose demonstratively loudly.

Ma’am Tolisan looks at the boss thoughtfully: “What I heard about this NGO is all in all positive.”

“That may be true, ma’am. In hot spots like Manila or Cebu they are necessary and certainly also successful. But here in the provinces? And as I already said, they mainly focus on the stories, where foreigners are involved. That sometimes brings worldwide attention, public and of course donations. The many cases in which only Filipinos are involved, they rarely show interest.”

“There is some truth in that, Ma’am Papillio. I noticed that too.”

“Yes, Ma’am Tolisan, what annoys me is this arrogance of the foreign NGOs. They should first look and work in their own countries. They have enough to do there. If we compare the penalties for child abuse with Europe or the USA, the Philippines are far tougher. The prison sentences and fines are much longer and higher here than there. So, Ma’am Tolisan, what does the NGOs want from the Philippines? Why they are here?”

Ma’am Tolisan nods, embarrassed, and remains silent.

Suddenly Ma’am Papillio gets up and shouts angrily: “Everyone collects money and only we always get the kicks! I’m so sick of it, ma’am. These foreign NGOs know nothing about our country, the local customs and traditions. Telling us, how we have to do our work! Reports about our police work, about the entire Filipino judiciary and society on the Internet and in other media are always totally negative and portray us as stupid. Ma’am Tolisan. The NGOs inflates the case. Make it more bloody than it actually is. Otherwise the purses, the moneybags, won’t open in the US, Europe and Australia! And then when guys like this American go home, we have to defence ourselves and must explain why we monster let run!”

2.29. Meet the boys again

Excerpt:

Thomas Heger meets the five boys in the office of the police station.

Officer Sarang suddenly claps his hands loudly and stands up: “Well, the boys really seem to like you!” He says this with an honest and happy tone. “Children, are you hungry?” asks Officer Sarang and looks at me.

The children nod, some cheerfully shout: “Yes!”

“What can we buy, sir?” I ask uncertainty.

“What’s about Limpo, sir? We could buy Limpo, this is grilled pork, in the square across from the police station. Pangu, um, Sir Pangutana will buy it, if you want.”

The children’s eyes widen when they hear the word “Limpo.” Even Officer Sarang’s son John looks up from the laptop.

“Limpo!” I repeat and ask: “What’s about rice and drinks?”

“No problem sir, we can buy everything there,” answers Officer Sarang and looks at Officer Pangutana. He grins, nods and looks at me.

“Limpo?” I repeat. But in my mind I’m on my wallet counting. Fortunately, I have enough money and give Officer Pangutana two of the blue thousands.

“Oh!” Officer Pangutana looks astonished and quickly adds: “That’s more than enough. We are three adults and six children. Drinks, sir, what should it be? Coke, Royal, Sprite, water?”

I am overwhelmed and feel a little run over. It is assumed that I pay for the food. Here is no different to the village. The foreigner pays! It was often when we drank beer. I remember this with a smile. I brush the stupid thoughts aside, instead I’m happy. I must be happy, to be here in a friendly atmosphere with the children. 2.28. The world isn’t bad

Thomas Heger has surprise visitors at the police cell.

Suddenly there are children’s feet outside the lattice door wearing worn flip-flops. My gaze wanders upwards, and I look into big eyes of amazed children. There are two brothers and two sisters standing there like organ pipes. The youngest is around six years old, the oldest maybe twelve.

Now I also notice the hustle and bustle on the forecourt of the cell house. These are visitors and the prisoners. I hear lively conversations, laughter, the clatter of plates and cutlery and bottles, which are deposited loud in boxes. The children are poorly dressed and spindly. The girls’ blouses are washed out and the two brothers wear the same basketball jerseys, although they are the furthest apart in terms of age.

With my left hand I wave to them and say: “Hello!”

That puts smiles on the children’s faces and they greet back in the same way. The plump mother appears and chases her children away. Suddenly an elderly man stands behind her, probably the mother’s father. He is no less astonished than his daughter and grandchildren when he sees me. His mouth is almost without teeth.

“Hey, Joe,” he greets with a sunken mouth and skinny fingers.

I greet him with the same “Hello” that I used to greet the children.

The two turn away. The mother is close to twisting her neck because she can’t take her eyes off me. They disappear from my sight. People are constantly walking back and forth in front of my cell door. The toilet next to my cell comes to mind. Of course, they wash their dishes there or use the toilet.

The oldest siblings are suddenly standing in front of the door again. The boy is holding a large mug of coke in the cell. The girl has a small plastic bag with two buns. Their grandpa shows up and encourages me to accept the gifts.

The policewomen aware the conversation and immediately leaves the chamber. The children remain silence, are shy and sitting without movements in the chairs.

Ma’am Papillio begins the second part of the questioning: “Tommy is your friend?”

The boys hesitate.

Aboy whispers: “Yes.”

His four friends are twitching their eyebrows very quickly and barely noticeably.

“How long have you known Tommy?” Ma’am Papillio continues.

Aboy loses his shyness a little: “Since forever, ma’am. My father once said that he had already had Tanduay Rum and beer with Tommy when I wasn’t there yet.”

The two women can’t help but smile.

Ma’am Papillio looks at Jan and Dan. Jan ponders and then replies: “Maybe four or five years?”

Dan quickly says: “When I was eight.”

Now it is Phil’s turn to answer: “Ma’am, Tommy took photos at my parents’ wedding and gave us an album. He didn’t want anything in return! I remember when I was seven or eight years old.”

Sam is the last to reply: “Five years or so ma’am.”

“Does Tommy always live with you in the village?” asks Ma’am Tolisan.

Sam replies: “Actually yes. Always at his friend’s house. But this time he has an apartment in Sendong City.”

Jan explains elaborately: “Tommy doesn’t have the house in the village this time. The man who owns the house is in it.”

Phil repeats and adds: “The other foreigner owns the house. He’s there now. That’s why Tommy doesn’t sleep in the village this time, but in Sendong City.”

Sam reports: “But if the person who owns the house is not there, Tommy always lives there.”

The two policewomen look at each other questioningly. Ma’am Papillio reacts with a drawn out: “Aha.” She then asks: “And how long will Tommy stay with you in the village or in his apartment?”

Social worker Ma’am Solano and the CEO of the local TV channel have a conversation.

My God, she thinks, that’s a real media professional. He tells an infinite amount of sentences without saying anything meaningful. Concentration quickly fades and her eyelids become heavy. Last night was very short.

She startles and opens her eyes in panic because suddenly it is quiet.

Steiner clears his throat loudly and looks at his golden wristwatch.

Unprompted, Ma’am chatters confusedly: “Yes, sir, Mr. Steiner, you’re welcome! We arrested another sex gangster. If we have a new case like this, I will — of course — call you immediately.”

Steiner looks first blankly, then conspiratorially. He leans forward. On the one hand to express the half-smoked Marlboro, on the other hand to fish the envelope out of the jacket with his left hand and solemnly present it to her: “Ma’am Solano, our little courtesy for your kindness to us.”

Ma’am takes the envelope from Steiner too fast, is embarrassed about it and — as a skip act — waves with the envelope air in her face. She puts her left hand frivolously on his hand, flirtatiously and sings: “Oh, Sir Steiner! Sir, that wouldn’t have been necessary. That was taken for granted.
